为推动和支持我国科学家在国家自然科学基金的资助下与加拿大科学家在卫生领域的交流与合作，促进中加两国大学、医院、科研院所及其附属机构间科学合作的发展，国家自然科学基金委员会（NSFC）与加拿大卫生研究院（CIHR）于2005年12月签署了关于开展健康研究合作计划的谅解备忘录。自2006年至2009年已共同资助71个项目。
2010年度中加双方将继续资助该健康研究合作计划，项目征集的说明与要求如下：
一、项目说明
1、资助项目数：最多资助19个项目；
2、项目执行期：2011年1月开始执行，最长3年，申请人在每年年末应提交项目进展报告，项目执行结束后应提交结题报告。
3、资助强度：中方最高额度：15万人民币/年，3年共45万人民币；加方最高额度：5万加元/年，3年共15万加元。
4、资助领域：
1) Neurosciences：to provide support for basic research in neuroscience, mental health, addiction and the senses；拟资助3项（申请代码：H09）
2) Diabetes and Obesity：to provide support for research on the measures, causes, prevention, treatment and consequences of diabetes and obesity；拟资助3项（申请代码：H07）
3) Cardiovascular System：to provide support for basic and translational research on the pathogenesis, treatment and ultimate of cardiovascular diseases, including myocardial infarction, stroke, cardiomyopathy and atherosclerosis；拟资助3项（申请代码：H02）
4) Cancer：to provide support for basic research on cancer genetics and epigenetics and tumor metastasis；拟资助2项（申请代码：H16）
5) Infection and immunity：to provide support for basic research on viral and bacterial diseases and development of vaccines；拟资助2项（申请代码：H19）
6) Child and youth health：to provide support for research on fertility, pregnancy, maternal health, healthy child development and the etiology, prevention, and treatment of diseases in infants, children, and youth；拟资助2项（申请代码：H04）
7) Aging, Gerontology and Geriatrics：to encourage research on aging processes, on functional limitations in older adults as a consequence of disease, and on determinants of healthy aging within the context of one or more of the following priority areas: healthy and successful aging, biological mechanisms of aging, cognitive impairment in aging, aging and maintenance of functional autonomy, and health services relating to older people；拟资助2项（申请代码：H25）
8) Gender and Health：to provide support for research on biological considerations in reproductive health；拟资助2项（申请代码：H04）
申请人须选择以上列明的申请代码填写申请书，请不要填写以上未列出的代码。
二、申请要求
1、中方申请人应按照NSFC的要求向NSFC提交申请；加方合作者应按照CIHR的要求向CIHR提交申请。
2、中方申请人应具有高级专业技术职务（职称）；应是正在承担或承担过3年期以上国家自然科学基金项目的负责人（在读博士及博士后可以参加项目研究，但不得作为项目的申请人）。
3、中方具有高级专业技术职务（职称）的人员，同年承担、申请或参与申请合作研究项目不得超过一项。
4、合作研究应主要围绕特定科学问题；旨在改善人民健康与生活质量；申请人应能够成功实施合作研究；充分发挥合作双方的知识专长；增进跨学科间合作；鼓励青年科研人员参与。
三、申请指南
1、中方申请人须登录ISIS科学基金网络系统（http://isis.nsfc.gov.cn），在线填报《国家自然科学基金国际（地区）合作研究项目申请书》(以下简称“中文申请书”)。具体步骤是：选择“项目负责人”用户组登录系统，进入后点击“国际合作项目申请”一栏中的“申请国际合作类项目”，再点击“新建申请书”按钮，在项目类型中选择“合作研究”，之后选择协议名称“NSFC-CIHR项目（中加）”，点击“填写申请书”按钮即可填写具体内容并在线提交。ISIS科学基金网络系统将于2010年1月1日开启申请功能，请中方申请人于2010年1月1日后登录信息系统填写申请书。
2、申请人除了填写提交中文申请书以外，须以附件的形式上传以下申报材料：
① 英文申请书（CHINA-CANADA Joint Health Research Initiative Proposal，请在本通知附件部分下载），双方申请人提交的英文申请书内容应完全一致，该项目的同行评议将以此英文申请书内容为准；
② 加方合作者向CIHR提交的申请材料中的Research Module版块第1、2、5、6、7页，Operating Budget Module版块和Common CV版块内容（由加方申请人填写完毕后将电子版提供给中方申请人）；
③ 加方申请人签署的合作确认函（合作确认函中应对此项目的名称、合作单位及人员信息予以明确说明）。
3、在线填写提交完毕后，还需打印一套ISIS系统生成的带有科学部受理号的纸质中文申请书，加盖单位科研处公章后，连同本部分第2条所列申报材料一并报送基金委合作局美大处。纸质申请材料须与ISIS系统中提交的电子版申请材料完全一致。
4、项目在线受理截止日期：2010年3月1日（纸质申请书以邮戳为准）。
注：请申请人严格遵照本项目指南的各项要求填报申请，不符合上述要求的申请无法进入审批程序，视为无效申请。加方申请人请登录加拿大卫生研究院（CIHR）网站办理。
