Supervision
Article 43 The National Natural Science Foundation of
China accepts the supervision and inspection of the state
administrative departments in charge of finance, audit,
supervision and science and technology and the supervision of
the scientific community and the general public.
Article 44 The National Natural Science Foundation of
China shall have under its jurisdiction a supervision committee,
whose responsibilities shall be:
1. Establish and improve the rules and systems for the
supervision of the National Natural Science Fund;
2. Accept complaints and tip-offs concerning the National
Natural Science Fund projects, and cooperate with or entrust
relevant departments in investigating, verifying and handling
them;
3. Exercise supervision over the application, evaluation,
management, implementation and other aspects of the National
Natural Science Fund projects;
4. Put forward opinions and suggestions on the formulation
and revision of the rules and systems for the management of the
National Natural Science Fund;
5. Conduct publicity, education and related activities on
scientific ethics.
Article 45 The Supervision Committee shall have one
chairman, several vice chairmen and several members, all of whom
shall be appointed by the National Natural Science Foundation of
China. The chairman and vice chairmen shall be ex officio
members. The term of office for committee members shall be five
years and they shall not be allowed to serve on the committee
for more than two consecutive terms.
The Supervision Committee shall convene at least one plenary
session each year, and such a session shall have a quorum of
two-thirds of committee members. The resolutions must be adopted
by a majority of all committee members.
The Supervision Committee must report to the General Assembly
on its work.
Article 46 The National Natural Science Foundation of
China shall establish and improve its internal supervision and
control mechanism and its accountability system to strengthen
its supervision over the performance of its staff.
