Article 37 The National Natural Science Foundation of
China shall be people-oriented, create a harmonious environment
for the development and utilization of human resources,
emphasize capacity building, strengthen the building of a
science fund management force, and fully mobilize the enthusiasm
and creativeness of its workforce.
Article 38 The National Natural Science Foundation of
China shall uphold the criteria for the appointment of
officials, standardize the system and procedures for the
appointment of officials, and increase the openness and
transparency of the appointment of officials.
Article 39 The National Natural Science Foundation of
China shall establish a work-post management system in
conformity with the unique features of the Science Fund, design
the work posts and select candidates for the posts in a
scientific way, introduce a mode of employment that combines
regular jobs with temporary ones and full-time jobs with
part-time ones and an internal rotation and external exchange
system.
Article 40 The National Natural Science Foundation of
China shall ensure that its staff shall enjoy insurance and
other benefits that conform to the state social security system
and shall introduce a distribution system which conforms to the
unique features of academic management.
Article 41 The National Natural Science Foundation of
China shall carry out on-job training and continued education in
light of the requirements of its work and in a planned manner so
as to constantly improve the quality of its staff.
Article 42 The staff of the National Natural Science
Foundation of China must strictly observe professional ethics,
have close links with scientists, wholeheartedly rely on
scientists, warmly serve scientists and conscientiously
safeguard the reputation of the National Natural Science
Foundation of China.
