Financial and Assets Management

Article 31 The National Natural Science Foundation of China shall execute the state fiscal and financial systems, establish and improve the financial management rules, improve the internal financial control system, promote the establishment of the information system for financial management and ensure the safe and rational use of the funds.

Article 32 The National Natural Science Foundation of China shall compile annual budgets in accordance with the development plans of the National Natural Science Fund and the principles of tailoring spending to revenue and striking a balance between the two, and shall follow strictly the budget compiling process. The annual budgets must be approved by the state department in charge of financial administration before they are executed.

The National Natural Science Foundation of China shall strictly execute its budgets, and must report to the state department in charge of financial administration for approval if major adjustments are needed.

Article 33 The National Natural Science Foundation of China shall compile annual final accounts and submit them to the state department in charge of financial administration for approval.

Article 34 The National Natural Science Foundation of China shall exercise supervision over the execution of the spending budgets of the funded projects.

Article 35 The National Natural Science Foundation of China shall manage and use the donated funds it receives in accordance with the donation agreements.

Article 36 The National Natural Science Foundation of China shall establish and improve a state-owned assets management system to prevent the loss of the state-owned assets.
