Management Bodies
Article 13 The National Natural Science Foundation of
China shall have, under its jurisdiction, several functional
bureaus (offices), science departments and other management
bodies.
The National Natural Science Foundation of China shall have
no scientific and technological research entities under its
jurisdiction.
Article 14 The functional bureaus (offices) are mainly
responsible for formulating and implementing the development
strategies, policies, programs and plans of the National Natural
Science Foundation of China, exercise coordinated management
over funding projects and international cooperation and
exchanges, exercise coordinated management over government,
personnel, financial, assets and other affairs, and organize
relevant supervision and auditing.
The functional bureaus (offices) shall observe the bureau
(office) director-general responsibility system.
Article 15 The science departments are mainly
responsible for formulating development strategies, identifying
priority development areas and compiling guides to programs for
corresponding disciplines, accepting proposals, organizing
evaluations and managing all kinds of projects of the National
Natural Science Fund, and offering advices on major scientific
issues.
The directors-general of the science departments shall be
scientists from the corresponding disciplines, whose term of
office shall be four years and who shall not be allowed to work
for more than two consecutive terms. Their chief responsibility
shall be to assure the academic direction of the funding work.
The responsibility of the executive deputy directors-general
shall be mainly to exercise overall management over their
corresponding science departments and they must consult the
directors-general over decisions on major issues.
Article 16 The National Natural Science Foundation of
China shall have under its jurisdiction a service support body
in accordance with relevant state stipulations and in light of
its work requirements.
